I usually just use a couple of bungees, especially for the front licence plate.

This is a timely post, as I have the same need. I replaced my bumper with custom bumper/2" receiver hitch. I was looking for better departure angle, and the hitch. Since the new bumper is too short in height, I need to mount the plate on the liftgate, but haven't found a good product.

performance parts has a frame i found with lights along the top that would work great. as of right now we have the license zip tied to the bumper with the stock light zip tied on top :) once i put on the frame and put on the tailgate ill post up some pictures so you can see.

Do you have a part number for the Performance Products unit?
I found this one over at Summit:

I bought this unit from Summit. It is expensive, but it looks good, and should do the job. I should have it mounted up this weekend.

Too late I guess, but another option is the rear license plate frame from a '84-'89 4Runner. The Toyota number is 81270-89120. I don't have an actual picture of it besides the diagram, but I've seen it used before on rear bumpers. It's got a light and says 'Toyota' across the top (nice touch I think). It's got a lock cylinder, so maybe there's way to rig that up for something else. New it's at least $120, but you maybe could find one in a junk yard.

What about a spring loaded flip up kind like off an older Camaro?

Another option is the holder from a 2nd gen 4runner that had the factory tire carrier. I got the holder and light new for about $80.
