HP just announced an inexpensive Windows tablet called the Stream 8. MSRP is only $149. Tablet specs look OK for 2012, not so impressive for Fall of 2014.
To sweeten the deal, HP and T-Mobile are offering 200 MB of 4G cellular data each month at no extra charge. That doesn't sound like much, but it's enough for quick and occasional web access (checks of email, etc).
The presence of a 4G cellular modem means the Stream 8 has GPS capabilities. So I believe the Stream 8 will be able to run navigation apps.

Several bloggers say that Windows doesn't run well in just 1 GB of RAM. Maybe the new Windows 9 (to be announced today) will change that.
Windows plus Office 365 is sure to use up most of the 16 GB of storage.
Update: Oops, Microsoft is skipping Windows 9 and naming the next version Windows 10. It won't be out for a year, so the Stream 8 will have to run the current version of Windows.
