I mentioned that Jim, but the problem is that is for a different radio granted in 2014 and type acceptance is not transferable. So it's technically not within the rules. But truth is I think the only thing the FCC is really worried about is that the application fee is paid in full. Some of the labs that Anytone has used aren't FCC approved AFAIK and they still granted them.

Many of us have that same burr. The burr is a continued loosening of specs for cheap radios in exchange for certification fees. All about the $$$. The result will be poor performance which the owner simply lives with in exchange for a cheap price. But reduced performance specs also effect all other radio users because a transmitter with poor specs pollutes the bands every time it's keyed. With the FCC proposing further significant reduction in policing and regulation of the bands, including Amateur freqs, it's obvious they don't care.
