Importing an expedition camper from Europe

SO, I was thinking of buying a crew cab truck and importing it. Well I found a firetruck which had the box removed and new paint job and updated interior. Well all of the custom agents I talked to were extremely hesitant when it came to giving me the OK to import it under the 25 year rule. The 25 year rule is supposed to be linked to classic and vintage, meaning unmodified. Some agents made it seem like it might work if the frame, engine, or chassis were not modified.

I wonder if this would be in issue if you tried to import a RV?
 
It's kind of a long story, but the truck was sold to another buyer who now wants to sell because they aren't using it. He's asking more money than originally and none of the needed work has been done. I have the chance to buy it again, but would have to being to pay more and take on the project.

Exceptions exist of the "25 year rule". You need to do the homework.
Example, if its classified as "Construction Equipment", or "Fire Apparatus".
Two of my Unimogs arrived much earlier than 25 years.

You have already 'done the homework'. Why not share the specific information you reference for others?
