I believe that a good number of people learn about appropriate use (or reinforce existing ideas) through exposure on sites like this. Any good off road oriented site should prominantly display a land use folder with links to organizations, etc.
I wouldn't mind seeing a "Tread Lightly" packet included with every new 4x4 sold in the U.S. either. Maybe a few people would read them?
Many people would only respond to a ticket, equipment confiscation, etc. but enforcement is very infrequent so I believe the "education" task is difficult.
I still believe the best way to keep kids off the grass is to plant some grass for them to play on.
