Very sad that this type of thing happens. We used to have to fix fence often after dumb A#$es would cut the fences to bypass the gates.

...and therein lies the problem. There is no real disincentive for the law breakers. Even if caught it's nothing more than a scolding. Have we become too humanitarian to the criminal? Absolutely! Meanwhile the victim lives with the crime forever...

to answer this, yes! We are to soft on criminals at every degree. vandals and litterbugs should be forced to hand over their keys and then marched up and down the roads for miles until they have picked p every bit of garbage along side these roads. Automatic Community Service. Makes me mad when I see some idiot throw out a cig butt, a beer can, or even just spinning their tires so they dont have to get out and lock hubs...
