The mount and mating jug are very nicely done. The jugs however are not CARB compliant. Their website says "*Not to be used as a fuel container in States with Air Resources Board Restrictions". CARB restrictions were adopted by the EPA and now apply to all 50 states.
Since January of 2009, the EPA has required all portable fuel containers to possess an automatic closure spout; this means that when fuel is not being poured out of the container, the container must automatically close itself. Fuel containers must also be made of a lining that is resistant to gases flowing out of the container from the fuel. Emissions must be no higher than .3 grams per gallon per day. Containers must also have child-resistant closing mechanisms.
The only mention of "off-highway" that I have found in the rule is in section 2467.3 (e) specifically related to rapid refilling devices used in sanctioned competition where there is a leak proof seal between the portable container and the tank being refilled.
AT is sensitive about compliance issues. We know that it is illegal to sell containers represented as portable fuel containers that do not meet the rule requirement and hence choose not to sell anything other than compliant products.
