Good question. Most survey-grade GPS receivers would use all the data available, properly weighted, for the solution.

For a $100 navigation unit, once the hardware has been designed and installed for both GPS and GLONASS, it is probably no more costly to use both sets of satellites rather than decide which set is more accurate, assuming there is enough computing power to achieve the 10Hz fixes. It is only a matter of firmware/software which is a one-time cost.

It's amusing to see a sub-$100 system with this capability. In an earlier incarnation I worked on one of the first single-frequency GPS systems for land surveying. Each unit had a selling price of $89,000 and two were required for accurate differential survey work. But that was over 25 years ago and we didn't sell many!
