You say that now, but the extra room may save you money and effort in the IC install itself. Otherwise it sounds like using the 6.0 setup will be a start either way since it's available in both front end looks.
It should be noted that aerodynamics plays a huge role. Those reporting lower teens for diesel mpg tend to be in ambulances and the like, while the higher teens tend to be closer to stock height vans.
The 6.0L isn't known for mpg, but makes good power. It basically replaced the 454 in the GM lineup. I recently sold a short bus skoolie that had one and got ~10mpg no matter what in the time I had it. If you want better mpg's the 5.3L is a better choice in most situations

They were originally windows. It seems they all leak at some point so it's not too unusual to fiberglass them closed instead. I know spencyg did with his.
The snow and conditions in general out here are quite different than in the SE. I'm curious what the answer will be, but I know I go a noticeable amount faster in the snw out here than when I lived there.
I seem to recall that CARB required engine swaps to be from the same manufacturer in order to even begin to be approved. Then again I don't think y'all test diesels, meaning you could use a diesel titled one to start from.
