There is no CARB sticker. Given the engine swap so I think it's a non-starter. There are plenty of ways around dealing with California registration and smog, especially for a second vehicle or RV. That would be a way easier route.

Milage on the truck and location would help unless I missed it. It would also appear that this has been part of a rental fleet. It would be good to get some details on maintenance.

If you're just looking to brush up on general knowledge Google is your friend. There are basically two primary shop specializing in E-350 4x4 conversions. Sportsmobile themselves who I don't think are doing anything but full builds these days and Ujoint offroad who don't do full interior builds...

Is there storage under the bed similar to the FWC's?

I actually am a potential buyer, but I think both of those questions are legitimate things that other people may not be aware of or think to ask. Notice one of them wasn't answered ?. GLWS, it's a beautiful van. A little transparency is good for buyer and seller. Thanks tho.
