    Since you have done almost everything to fix this. Is it possible you have some problem with the ECU itself or a faulty wiring harness to the ECU or it not seated properly?

    With the sirocco ii it is .34 amps at high speed. So three runs at 1 amp per hour. Pretty low but you have to consider all your power requirements

    Although the fans are low amperage. At their highest speeds the amperage requirements add up. So check the specs on them. You would have to check your total requirements and recharging ability to see if you can run three of these. It would depend also how long you have to run them.

    The amount of labor to replace that part you are better off putting in an entire turbo unfortunately. If the used actuator is not working properly you will have to take it out all over again. Which is ALOT of time.
