Inline Mechanical Fuel Pump - Throttle Shaft

Hi, I'm wondering if anyone could shed some insight on this one.
The old school mechanical Injection pump on my FG (4D31 motor) has a bit of a weep out of the throttle shaft seal. On first inspection it appears this is a metal outer seal pressed into the captive nut with an inter rubber race against the shaft.
I started to undo this nut but as it kept winding for sometime I realised it seemed also to be a brass bush that the throttle shaft ran on/in. In fear of something coming unstuck within the pump, I've put it back together.
It may be possible to pick out the seal in place, but if it's safe to remove that nut/bush then I'll do that then put in a new seal.
