overhang or load?

Based on something sassthathoopie mentioned in another post, some countries (Europe, South Africa for example) limit a vehicle rear overhang to 60% of its wheelbase. UK legislation, probably europe-compliant, allows loads on vehicles to extend upto 1m behind the vehicle with no special requirements for marking it .

So, the question is - is a slide on camper that uses tie-downs to secure it a part of the vehicle, or is it a removable load that is on the truck at that time?
