National Geographic has apparently scanned all or nearly all of the USGS topo maps and they are available for free download at the web address below. The format is 5 letter size sheets with the first sheet being information relevant to the download. Format is PDF. The one I downloaded and printed scaled as 1-7/8" = one mile, so very usable.
